[DoT] Rules of the Roads
Rules for public roads:
1. Do not, under any circumstance, region protect a public road. If you do, the region protection will be modified.
2. Do not place anything on the road (signs, other blocks, gates, fences, etc).
3. Roads are 5 blocks wide: 3 center stone bricks with 1 block of cobblestone borders.
4. Jack-o-lanterns are placed 3:1 between the cobblestone borders.
5. Please keep roads at right angles whenever possible, only using 45 degree angles when absolutely necessary (e.g. between a structure block).
6. Griefing of public roads, sign/lamp posts are immediately and automatically reported to the Moderators.
7. Please do not plant trees on, or within 2 blocks (3 is preferable) of the road. Offending trees can and will be removed and/or pruned without notice.
8. Please place structures back from the road. Again, two block minimum and over three is preferable.
9. Please be sure structures do not overhang public roads. (See #8)
10. Please do not build under established roads, as we are expanding the subway/rail lines to mirror surface roads. (Added 25 June 2012)

Hm, so if I build a road somewhere but place a sign on it, it won't be considered a public road?

I believe these are for the public roads being constructed by the Department of Transportation, like the Sky5 Highway.

I was just wondering about the road I'm constructing somewhere, it looks like a public road but I was considering placing signs. If this is 'illegal' i would stop and remove it now.

Anyone can build a road, public or private. If you're making a public road, just let us know so we don't start building one that goes to the same place. 
If you do a public road, please follow the same guideline for the materials and construction, and by all means ask us if you need some help with supplies or building.
You are more than welcome to place signs along the sides of your road, just not right in the middle of the road.
We only lay out these guidelines to keep roads somewhat uniform and so we don't have random roads going to the same places, etc.
You're also more than welcome to come up with names for your roads, but the road names need to be family friendly and not derogatory towards anyone or anything. If you need help with coming up with a name, again, we're here to help.
Likewise, if you need a road or railroad run to a location and need us to build it, simply ask. It may take a few days for us to get to your project as we also have our own individual houses we maintain and other projects we get involved with. We also have IRL stuff going on as well. I work 5 days a week and am often pretty worn out after a day at the office and I know that can be the case with the other members of DoT as well.

I have a started a jungle road, and I rather like the vines hanging down over it - gives it an air of authenticity

I'd like to add, no building under roads, We are expanding the rail lines and are gonna start using under the roads as a path to help keep things orgainized and out of basements.
