I am fairly new to the server worlds and play. Can you help me understand how I can know where I am allowed to build so I do not break the rules in the future? and i am sorry

There's plenty of space on the map, so give yourself some distance from any existing structures, especially DOT (Department of Transportation) facilities and infrastructure. Don't encroach on any existing builds.
