Server Plugins
So, in order to enjoy my home in the future, due to its non-vanilla design, I will need to make a server environment on my computer to be able to copy/paste it, establish region flags, enable lift signs, etc.. I know some of the plugins involved (worldguard for regions and flags, bukkit/craftbook for lift sigs) but dont know everything I might need to consider. As I wont be making this server open to other players, I will not need to worry about an economy or the protection stuff to prevent/track griefing and other misbehavior.
Anyone have any advise/input for me before I start working on this?

This is what I would do.
1. Download a 1.6.4 version of craft bukkit here: http://dl.bukkit.org/downloads/craftbukkit/
2. This site has the instructions on getting it running. http://wiki.bukkit.org/Setting_up_a_server
2. Install the plugins Worldguard, Essentials and Lift Signs using the ones meant for 1.6.4 here: http://plugins.bukkit.org/
You might want to test a few times with a dummy copy of your world while you get the hang of configuring all this.
An alternative is to find a cheap hosting ($4.49 per month) site like beastnode.com. Then, you can use their easy to use tool that starts an install of craft bukkit and has wizards to setup Worldguard, Essentials and Lift Signs. Up until about 2 weeks ago, I had a server here that I ran for my boy.
If you just plan on flying around your world and not touch it, you can consider Eihort http://www.minecraftforum.net/topic/438878-eihort-an-opengl-world-viewer-latest-0314-2013-06-26/ that let's you fly around and through your world. I recommend at least trying this out for fun.

Depending on what you're looking for it can become complicated. For the most part the world files will load on a vanilla client without issue. Hell you could pop up the world as a "single player save" the biggest concern is probably traversing through "worlds". Vanilla is world, world_nether, world_the_end, that's it, with very strict rules to traverse then correctly. To mantain what we have is carefully controlled via multiverse and it's associated plugins along with some helper ones, once this is all said and complete I could take some time and provide you with some configs (I have to strip out the personal data and passwords first of course)

My goals, just to make it clearer, are localized to the Citadel. I have little interest in duplicating any other build of mine or anyone else's. I can visit any of them in the future via the uneditable version that will be hosted on TWiTCraft. Multiverse is therefore uneccessary. I would eventually like to copy/paste the citadel's region only (hopefully with chest contents intact) into a desert biome in a 1.7 generated "single player" survival world with the server features of worldguard and lift signs available. Although I can load it just fine in a vanilla environment, certain block placement choices involved in the build rapidly cause massive lava flows, water flows, and fires that are currently being prevented by the worldguard protections and region flags I have set in the region on TWiTCraft so I would love to be able to copy and paste it between worldguard enabled worlds only.
Basically I still want the option to occasionally play Minecraft in a mostly vanilla survival environment but live in my house (with certain region flags active) when I do choose to derp around and play. This seems to be the only option available to me where I can continue where I left off with the build and have the building materials I need to finish the build (I have everything I need in chests right now) (EDIT) and without using a single block or action in creative mode. I would like to have 1.7 + The Citadel + TWiTCraft's style of "Survival Play" + the Worldguard/ Lift Signs features I currently have in TWiTCraft.
