Turning Off Block Damage in the Nether?

Turning Off Block Damage in the Nether?
This is just something I was curious about. I remember at one point block damage was off in the survival Nether. Is there any way of having this turned back on? Off? I've confused myself. Whatever way makes it so that Ghasts don't break stuff. And assuming it's possible, does anyone have any objections to block damage being off in the Nether?

I dont remember it ever being off for ghast damage. We always used blocks there that couldnt be hurt by them to avoid problems (iron bars instead of glass etc). Originally ghast damage was a good thing to make glowstone mining more "vanilla" and dangerous. Now with the resourse nether available, Im inclined to agree .. Lets change it!
