Thanks for this Hopefully next time it can be earlier more like 6pm pst thats only 2am for me. So after listening here is my comments I would like to add

DOT:
I have tried to keep an active roll is this department but it is hard for one person to maintain the whole of DOT's Lines
I have built since 1st of october a new hub and line 1000 blocks north less than 5mins
I have also impoved the Grand central station so lines work better.

The Nether rail
I am quite happy for more people to join DOT (I have no power to add anyone to DOT) and help with further rail construction both in nether and overworld
My view on the nether rail would be to have a central Hub for people to go. I would wish that all lines go to major public places such as hyrule and Stonerun and not be used for private peoples farms that are far out.
One idea I have is also used the nether rail to go to some DOT hubs far out in the over world and have lines to users places they would build

Message to the mods can DOT Have its one subforum to discuss all transport in one place please.

Lag Light House:

The Light House for those that want to know runs of 12 torches on 10 levels to power the redstone lamps it is build so that the tower would be as small as posible. The pule comes from a mine-cart going over on detector rail wich sends a pulse times around the base of the tower, wich then propagates up the tower.

I have noticed when the tps is high eg 18 and few people are on the server it doesn't effect the lag that much, it is only the case when the tps is low and lots of users are on.

At the moment I have removed the minecart and turned it on permanently

I would like to add to the Nether Rail topic by saying how it needs to be held to the same standards that the OverWorld rail is. I rode one rail where there where levers and redstone torches placed randomly next to random boost tracks. I would be more than willing to be on the Department of transportation board for our great server. Thanks for taking the time to consider this and take it into consideration.
