Region Command clarification

One of the commands for regions was pvp allow or deny according to a website introduced at the thread of guide for commands. (at guide forum) . i was wondering if it would effect your region even if the server has pvp off. Can the command "/rg flag pvp allow" actually allow pvp in that region?

Nope, pvp is disabled in the server properties, which WorldGuard cannot override.
