When you cant connect to the mumble server, you may thing that you wont be able to talk with other members. Your wrong. There is a free vpn client that works with no latency! Its called private tunnel (https://www.privatetunnel.com/). To use it with mumble you will need to create an account and download the free software. Keep in mind you are limited on 100 megabytes of data per month unless you pay for it.
